Transparency International PNG (TIPNG) is a non-government organization dedicated to fighting corruption in PNG and promoting transparency, honesty and accountability in public and private dealings. TIPNG is looking for suitable applicants to fill the following position:

Project Lead– Building Elections Integrity through Partnership (BEIP)

Duration: June 2021 – 31 Dec 2022

Reporting to: Deputy Director – Policy & Partnerships

As part of its strategy to strengthen democracy in the country, TIPNG will conduct a series of activities to coincide with the conduct of the 2022 National Election. TIPNG will work with its partners to ensure the integrity of the democratic process is followed in making elections are free, fair and safe. Although this challenging position is only for nineteen (19) months, it offers the position holder the chance to work at the forefront of public advocacy on a national scale. 

Generic Responsibilities

  1. Adherence to TIPNG policies and guidelines
  2. Prepare and develop reports as required by management
  3. Ensure proper filing of documents – online and offline
  4. Live and breathe the values of TIPNG within and outside of the organisation and throughout all work carried out on behalf of the organisation
  5. Actively seek Membership for TIPNG amongst stakeholders

Specific Responsibilities

  1. Lead the overall implementation of the BEIP Project
  2. Implementation of the Project in line with the grant terms and conditions
  3. Development of a 19-month project work plan
  4. Monitoring and tracking of project progress
  5. Timely and accurate reporting to the Leadership and Board of TIPNG
  • Provide oversight over project funds and financial reporting of the project
  • Oversee project expenditure
  • Monitor project funds
  • Oversee project financial reporting
  • Ensure annual audits are delivered on time
  • Ensure financial reports to donor are delivered on time
  • Supervise Consultant engaged to do the Election Observation Report
  • In close consultation with the Deputy Director – Policy & Partnerships, recruit and manage the work of the Consultant
  • Organise and deliver on the four (4) main components, as prescribed in the project grant agreement:
  • Engagement with the Electoral Management Body
  • Civic Awareness
  • Domestic Election Observation
  • Post-Election Analysis
  • Ensure effective running of the BEIP Team
  • Work with the BEIP team on implementation of the 19-month work plan
  • Inspire, motivate, build and encourage the BEIP team to deliver excellence through ongoing improvement and ensuring a culture of innovation and high performance
  • Support the operations in relation to financial and administrative aspects of your team

Qualification, Experience and Skills

  1. Ideally a bachelor’s degree in political science, communications, management and/or related fields
  2. Must have demonstratable knowledge of PNG electoral process
  3. At least two years of successful Donor funded development sector project experience with proven ability to manage and acquit project budgets
  4. Excellent English language report writing skills
  5. Competency in using MS Office programs
  6. Able to multitask and engage with stakeholders
  7. A highly motivated self-starter who can work well under pressure of competing deadlines.
  8. Have concern and interest in anti-corruption and democracy issues.
  9. Preferably a driver’s license but not necessary
