Transparency International PNG (TIPNG) through its School Based Civic Education (SBCE) Project conducted a civic education teacher training workshop on Saturday 11/03/17 at the Bishop Leo Arkfeld Secondary School in Wewak.
The workshop was attended by teachers from Bishop Leo Arkfeld Secondary School, Brandi Secondary School and Passam National High School. In this workshop TIPNG showcased its school based civic education materials and allowed teachers to deliberate on how to use the materials in their classrooms.
Civic education is an activity that teaches people how to participate actively in the governance of their society. It is TIPNG's view that there are not enough materials in schools for teachers to teach civics and that it should be taught at a younger age. Through a Memorandum of Understanding with the Department of Education signed in 2015, TIPNG has been working to produce and deliver civic education materials to schools in PNG. TIPNG wants to bring civic education to other training institutions in Papua New Guinea in the hope to develop future generations of active, responsible and respectable citizens.
TIPNG has already conducted civic education teacher training with St Michael's Primary and Koki Primary School teachers in the National Capital District, Bena Bena Secondary School teachers in Eastern Highlands Province and education officers in Western Highlands Province. The same teacher training is being organized to take place in Kupiano Secondary School in Central Province in the following weeks. From the trainings, TIPNG anticipates on ascertaining an effective strategy of delivering civic education teacher-training on a national scale this year.
The School Based Civic Education project aims to help Papua New Guinea students and teachers understand concepts such as human rights, democracy, rule of law, elections and voting and advocacy and be able to apply these in their communities. The School Based Civic Education project aims to help students:
• identify the functions and processes of civil society and state institutions and the way they contribute to national integrity;
• apply skills of active citizenship which model democratic governance in their own community;
• interact with state institutions to demand better governance.
TIPNG’s SBCE project materials include:
1. Civic Education Teacher Resource Book – contains lesson plans for teachers covering concepts about democracy, human rights, and how the government works.
2. Book of Background Readings for Teachers – contains information for teachers to have at hand.
3. Big Books – large picture story books for teachers to read to primary school students.
4. Posters – large posters to help teachers teach about managing conflicts of interest, citizens’ rights when arrested and governance processes.
5. Android Phone Applications – users to engage in a game of ethical reasoning and knowledge of PNG.
6. Teacher Training Manual – a guide for teachers on how to use the materials.
7. DVD – contains videos and other information on civic education concepts.
The School Based Civic Education project targets primary and high/secondary schools, teachers’ colleges, police training colleges and vocational schools.
