TI PNG, PNGEC and OCPNG Work Together
The Electoral Reform and Awareness Program will provide awareness
and education about electoral governance and the Limited
Preferential Voting (LPV) system which has been re-introduced and
which will be used during the 2007 general elections. The LPV has
been successfully tested during recent by-elections in the East
Sepik, Simbu and Central Provinces in 2004, and in the Bougainville
Province in 2005. The system has proven to be effective in reducing
abuse of power and election-related violence. As successful
candidates need to appeal to as many voters as possible as opposed
to a simple majority which might be achieved with low total
representation of the electorate, the preferential mechanism
provides for fairer representation.
Despite the successful application of LPV during the
by-elections, considerable confusion and misunderstanding is still
evident amongst the voters and candidates about the mechanics and
the rationale for LPV. The awareness program is therefore targeted
towards voters and MPs to raise awareness and reduce prevailing
misunderstandings. The program is also designed to educate voters on
the principles of good leadership, enabling them to make more
informed choices during the 2007 elections.
In February 2006 TI PNG, the Ombudsman Commission of PNG (OCPNG)
and the PNG Electoral Commission (PNGEC) formed a three-way
partnership with the aim to increase awareness at both the
leadership and voter levels on LPV and leadership.
TIPNG and OCPNG
- TI PNG and OCPNG have reached an understanding to collaborate
on increasing awareness on leadership values.
- This collaboration will revolve around OCPNG’s
responsibilities enshrined under the leadership code and general
values that a leader should posses
- We will utilize posters, calendars, radio talkback shows,
newspaper advertisements, news editorial and seminars
TIPNG and PNGEC
- Our partnership will focus on rolling out LPV awareness in
2006 and 2007.
- LPV awareness will focus on the actual administration and
management of voting, counting,
- The amendments are now before Parliament
- Will comprise of training sessions, workshops, road shows,
media and other activities with community groups and NGOs
The Electoral Reform and Awareness Program is being coordinated
by Dorke de Gedare, Program Manager, who joined TI PNG in December
2005.
